Position Summary

Serves as liaison between EEOC business units and technical teams, translating business needs into requirements and facilitating discussions with technical and non-technical stakeholders. Also serves as the qualified FOIA Systems Analyst supporting administration, operation, and continuous improvement of the Agency's FOIA program and supporting systems.

Key Responsibilities

  • Conduct interviews, workshops, and fact-finding sessions to identify, document, and validate business requirements, processes, and operational challenges.
  • Develop business process models, workflow diagrams, use cases, and process flow documentation using tools such as Microsoft Visio.
  • Evaluate existing business applications, maintain an inventory of agency systems/capabilities, and identify opportunities for process improvement, automation, and modernization.
  • Assess current/proposed business processes to identify gaps, redundancies, and inefficiencies; recommend solutions to improve operational performance.
  • Serve as FOIA Systems Analyst: analyze FOIA business processes and supporting applications; recommend improvements to efficiency, transparency, reporting, and records management.
  • Support implementation, configuration, testing, maintenance, and modernization of FOIA case management systems and related technologies.
  • Serve as liaison between business stakeholders and technical development teams to distinguish requirements from desired enhancements.
  • Review and validate project requirements to ensure proposed solutions meet business needs and deliver measurable value.
  • Support projects using standard SDLC methodologies, project management best practices, and Agile principles where applicable.

Minimum Qualifications

  • Bachelor's degree in Business Administration, Information Systems, Management, or a related field.
  • In lieu of a degree, a minimum of 8 years of relevant professional experience performing business analysis, requirements management, process improvement, and stakeholder engagement.
  • Demonstrated experience supporting enterprise-level IT and business transformation initiatives.

Certifications

  • Current Business Analysis certification required.

General Requirements (All Positions)

  • Must currently hold, or be able to favorably pass, a full-field five-year employment background investigation (SF-85P) prior to performing work.
  • This is a Public Trust suitability requirement (OPM standards, 5 CFR Part 736), not a national security clearance.
  • Acceptable command of the English language.
  • Subject to Contractor-funded training of at least 40 hours/year in core competencies.
