Civilian Payroll Specialist
USARCENT Staff Augmentation — G1 (Personnel) Directorate

Location USARCENT HQ, Bldg 1947 (Patton Hall), 1 Gabreski Drive, Shaw Air Force Base, SC 29152
Schedule Full-Time, 40 hrs/week (2,080 hrs/year). Core hours Mon–Fri, 0800–1630, 30-minute unpaid lunch (Eastern).

Mission Context
Supports the G1's personnel readiness mission by ensuring accurate, timely payroll processing and civilian pay policy compliance for the USARCENT civilian workforce.
Key Responsibilities
  • Process and review civilian payroll transactions for accuracy, timeliness, and compliance with applicable pay regulations.
  • Research and resolve civilian pay discrepancies, coordinating with Defense Finance and Accounting Service (DFAS) and HR as needed.
  • Maintain civilian pay records and supporting documentation in accordance with records-management requirements.
  • Advise civilian employees and supervisors on pay-related policy questions.
  • Support periodic pay audits and internal control reviews.

Required Qualifications
  • Prior experience in DoD or federal civilian payroll/pay administration.
  • Familiarity with DFAS civilian pay systems and processes.
  • Strong attention to detail and data accuracy under recurring deadlines.
  • Proficiency with Microsoft Office, particularly Excel.
Security & Compliance Requirements (per PWS)
  • SECRET clearance required.
  • Must be a U.S. Citizen (contractor personnel performing work under this contract shall be U.S. citizens unless AR 25-2 provisions are fully completed and the Government grants approval for a non-U.S. citizen).
  • Must be able to read, write, speak, and understand English sufficiently to communicate effectively, in person and electronically, with co-workers, customers, and the public.
  • Must obtain a DoD Common Access Card (CAC) within 10 workdays of contract award commencement; CAC issuance requires, at minimum, a favorably adjudicated National Agency Check with Inquiries (NACI) or higher per Army Directive 2014-05.
  • May NOT begin substantive work while CAC or system access is pending — this is a hard gate under this contract.
  • Must complete Anti-Terrorism (AT) Level I awareness training within 30 calendar days of commencing performance.
  • Must complete iWATCH training within 30 calendar days of contract award (new employees: within 10 calendar days of start, reported within 15 calendar days).
  • Must register in the Army Training and Certification Tracking System (ATCTS) and complete DoD Information Assurance Awareness training prior to accessing Government information systems, and annually thereafter.
  • Must maintain a professional appearance and conduct standard at all times (business casual or formal attire per USARCENT Headquarters Dress Code Policy); may not perform work under the influence of alcohol, illegal drugs, or other incapacitating agents.
  • This is a non-personal-services position: the employee is accountable to the Contractor, not directly supervised by the Government.
