Position Overview

We are seeking a highly qualified Scrum Master / Product Owner (SM/PO) to serve in a dual-capacity leadership and training role supporting a U.S. Navy program in Philadelphia, PA. This position requires an experienced Agile professional capable of performing both Scrum Master and Product Owner responsibilities while delivering formal training to staff.

The selected candidate will lead and facilitate Agile practices while also providing structured, on-site training for Scrum Teams, Scrum Masters, and Product Owners.

Key Responsibilities – Agile Leadership

  • Serve as both Scrum Master and Product Owner for Agile teams.
  • Facilitate Scrum ceremonies (Sprint Planning, Daily Standups, Reviews, Retrospectives).
  • Manage and prioritize product backlogs aligned with mission objectives.
  • Collaborate with stakeholders to define requirements and ensure delivery of value.
  • Remove impediments and promote continuous improvement across teams.
  • Ensure adherence to Agile best practices and frameworks.

Key Responsibilities – Training & Enablement

  • Deliver on-site training for Scrum Team fundamentals, Scrum Master role, and Product Owner role.
  • Provide coaching and mentorship to staff transitioning into Agile roles.
  • Prepare participants for Scrum Master and Product Owner certification exams.
  • Support training cohorts of 25+ personnel.

Required Qualifications

  • U.S. Citizenship (MANDATORY) due to federal contract requirements.
  • Ability to work 100% on-site in Philadelphia, PA.
  • Experience performing both Scrum Master and Product Owner roles.
  • Experience delivering formal Agile/Scrum training.
  • Active certifications (CSM, PSM, CSPO, PSPO, or equivalent).
  • Strong knowledge of Agile frameworks and practices.
  • Excellent facilitation, communication, and leadership skills.

Preferred Qualifications

  • Experience supporting DoD/Navy or federal programs.
  • Experience training large groups (20+ participants).
  • Familiarity with cybersecure systems or engineering programs.
  • Experience preparing teams for certification exams.

Work Environment

  • On-site work at Naval Surface Warfare Center Philadelphia Division (NSWCPD).
  • Standard government working hours.
  • Multi-day, in-person training delivery.

Key Deliverables

  • Execution of Scrum Master & Product Owner training program.
  • Personnel prepared for certification exams.
  • Improved Agile maturity across teams.
