Position Overview:
Bailey Information Technology, LLC is seeking a highly organized and professional Program Manager to serve as the single point of contact responsible for overseeing the day-to-day activities of the Contract in support of the Universal Service Administrative Company (USAC). The Program Manager will play a critical role in managing communications, coordinating contractor performance, and ensuring contractual compliance in a multi-vendor environment supporting various Information Technology and administrative disciplines.
Key Responsibilities:
  • Serve as the single point of contact (POC) for all contract-related activities.
  • Manage daily operations, deliverables, and performance tracking of all contractor personnel assigned under the contract.
  • Act as the liaison between the Contractor and USAC’s Contract Administration Specialist.
  • Maintain strict communication protocol:
    • Communicate directly with USAC managers only via email and only regarding contractor performance.
    • All other communications (e.g., open positions, upcoming or backfill positions, bill rates, contract extensions) must be directed exclusively to the USAC Contract Administration Specialist.
  • Coordinate onboarding, offboarding, and replacements for contractor personnel as needed.
  • Ensure contractor support meets the on-demand human capital supplementation requirements of USAC, spanning a variety of IT and administrative roles.
  • Track contract compliance, deliverable timelines, and resolve any contractor-related issues promptly.
  • Provide regular reports and updates to the USAC Contract Administration Specialist regarding contract status and personnel performance.
Qualifications:
  • Proven experience in contract or vendor management, preferably within a federal or government contracting environment.
  • Strong organizational, coordination, and communication skills.
  • Knowledge of Information Technology staffing and administrative support functions is preferred.
  • Ability to manage multiple priorities across various technical and functional disciplines.
  • High attention to detail and commitment to maintaining confidentiality and professionalism in all communications.
Preferred Skills:
  • Experience supporting USAC or other Federal agencies.
  • Familiarity with federal contracting regulations and protocols.
  • Proficiency in Microsoft Office Suite and project management tools.
Work Environment:
  • Weekly, Monthly and Quarterly on-site visits required and as needed.
  • Regular email correspondence and virtual meetings are expected.
