TS/SCI Database Engineer- Level 2

Our Database Engineer willl manage and provide access to geospatial data and geospatial services as directed by collaborative customers.  The support provided to our partners by this position is Overseas Contingency Operations (OCO) qualifying, per the OCO Guidelines.  Tasks are to be completed on a weekly basis, unless specifically stated otherwise
 
  • Maintain the Enterprise Geospatial Information System (GIS) database of GIS vector and raster data.  Report monthly technical performance.  (CDRL D013)
  • Ensure Enterprise GIS databases are operational at least 95% of the time; Enterprise GIS database is accessible by all NST Analysts.
  • Utilize program scripts to ingest data sources into Relational Database Management System (RDBMS) tables for analysis and rendering.  Scripts are delivered on average, once per month.  Report monthly technical performance.  (CDRL D013)
      • Scripts shall enable interaction between Enterprise GIS databases; conflated imagery observations from various sources into a single set of source-agnostic observation tables.
  • Design, build, test, and implement queries, views, materialized views, procedures, and other database mechanisms to support customer needs.
  • Design database procedures to interact with external APIs, including authentication and data transfer.
  • Review and update data storage schemas.
      • Schema updates shall serve to allow data flexibility as mission requirements evolve.
  • Perform extract, transform, and load (ETL) tasks on the Enterprise GIS database.  Timelines to complete ETL tasks will be agreed upon and established by the Government.
      • Perform tasks while meeting mission timelines, which range from 1 day to 3 months.
  • Manage data, script, scheduled procedure, and account replication between Oracle Spatial and PostgreSQL/postGIS databases.
  • Provide support to IT systems including day-to-day operations, monitoring, to include routine GIS and problem resolution for all of the client/server/storage/network devices and mobile devices.
  • Monitor and improve/remedy electronic cross-communications (e.g. scripts, APIs) between the RDBMS, IC GIS Portal, local- and non-local-GIS server suites, and GIS Desktops.
      • Monitoring and scripting efficiencies shall be performed on average, monthly and quarterly, respectively.
      • Performance actions taken shall be reported monthly, as applicable.  (CDRL D007)
      • Messaging script efficiencies shall demonstrate remedy of non-functioning or otherwise inefficient cross-communications messaging, in terms of timeliness, accuracy, or content.
  • Develop recommendations for database- and data sources-solutions based on user feedback and mission requirements.
      • Complete incoming-task transition and report within 30 calendar days.  (CDRL D012)
      • The Transition In-coming Report shall include a statement that the Contractor-based solution, as represented by all its team members, is on-site and has assumed responsibility for all ongoing tasks (e.g., started and planned).
      • The Transition In-coming Report shall include a list of any risk areas and planned mitigation steps.
      • Monthly Activity Report (MAR).  The Contractor shall prepare the MAR in accordance with the CDRL requirements in Section 5.6 Deliverables.  The MAR shall include schedule and performance status and be submitted in conjunction with monthly invoices.  (CDRL D007, CDRL D005)
      • Monthly Financial Status Report (MFSR).  The Contractor shall prepare the MFSR in accordance with the CDRL requirements in Section 5.6, Deliverables.  (CDRL D005)
      • Prepare quarterly reports to include schedule, performance status, and projection of work into next quarter.  This report shall be briefed and submitted in conjunction with each Quarterly Program Management Review (QPMR).  The venue, date, and time of the QPMR will be provided by the Government.  (CDRL D003)
      • Submit informal written reports to the respective Government TM no later than one business day after completion of the following Contractor-attended events or activity, conference, or meeting.
      • Document issues into AFRICOM/EUCOM daily status reports.
      • Prepare weekly activity report including results and action items resulting from weekly staff meetings, accomplishments and activities in-progress, and risk items.
      • Submit a contract Close-out and Transition Report.  At the end of the contract base year or option year, if an option year is not awarded or as directed by the CO, the Contractor shall provide a close-out report in accordance with the timeline directed by the Government.  This plan shall be called the Contractor Contract Close-out and Transition Report.  (CDRL D012)
      • The close-out report shall include all up-to-date critical information needed to sustain operations after this contract expires.  The close out report shall include all Government owned property, inventories, Government owned software, existing data center drawings, work center standard operating procedures, existing network drawings, work center standard operating procedures, etc.  As applicable, the report shall include at a minimum:
        • Current privileged administrator passwords, access codes, and combinations on all Government owned IT equipment, tools, and software on all networks.
        • Source copies of privileged user administration or scripts developed with funding of this contract.
        • Current backup report with backup locations and procedures.
        • Historical metrics data.
        • All Standard Operating Procedures (SOPs), instruction manuals, training materials, etc., developed with funding of the contract.
        • Contact lists for all programs/projects.
        • Program/project documentation historical and current, non-record and records.
      • Upon notification of expiration of this contract, the Contractor shall be required to work with any incoming Contractors and/or Military/Government personnel for forty-five (45) days to support a seamless and end-user transparent transition of operations.
      • The Contractor shall provide the status of the deliverables to include software licenses, names of personnel who worked on the TO, and written confirmation that they have been read off in accordance with DoD 5105.21-M-1.
      • The Contractor shall submit final invoices no later than 90 days after the end of the performance period.
