Job Description:
BITC is seeking an IT Financial Analyst to work at Fort Belvoir, VA supporting the Defense Threat Reduction Agency (DTRA) on their new Budget and Financial Support Services Contract.
The successful candidate will:
- Develop and maintain complex systems to collect, consolidate, and analyze IT Budget data
- Establish IT Project plans by determining purpose, objectives, technical approach, schedules, funding, and staffing-experience developing project plans, risk plans, and analysis of alternatives
- Prepare briefs for executives on IT project status and trends
- Serve as primary point of contact, quality reviewer, and facilitator of the IT Governance process
- Be responsible for the response to IT portfolio ad hoc requests, including data calls received from internal and external organizations to provide information about the IT portfolio. This position also provides ad hoc support to PM's to support the day to day execution of the approved IT budget
- Provide support developing programmatic cost estimates; identifying and analyzing resource options and alternatives; and identifying potential tradeoffs to support Agency decision makers
Required Skills:
- Bachelor's Degree
- TS/SCI Clearance
- Minimum 10 years of IT Technical and Program Management
- At least 7 years of experience in DoD capital investment planning, strategic planning, technical analysis and compliance activities
- CFM/MBA and SCI desired
- DoD Program, Planning, Budget and Execution (PPBE) experience
- Experience with Microsoft Project Portfolio Management tool for reporting and management oversight
- Experience creating and/or adhering to Federal policies in support of enterprise-wide IT projects/initiatives
Desired Skills:
- ITIL certification or Lean Six Sigma
- PMP Certification
